If you notice that someone always has bad breath you might talk to them about seeing a doctor. A quick solution is to offer them gum or a mint, just to be kind. Or an individual can bring up the subject of dragon breath and talk about its solemnity and then offer the mint or gum. This should help the general public understand they have a problem. Some people will require an exceedingly direct statement enlightening them they have dragon breath and need to do something about it. This is rarely cosy but could help somebody out a lot in the longer term.
